I don’t know if they still make them, but Levi’s 501’s really bring out a butt!

In general, you want something that fits you well in the butt and also has something decorative, like designs on the pockets, flap pockets, etc. This will help “emphasize” the area so you don’t appear so flat. You want to stay away from anything that’s too baggy in the butt, as that will only make you appear flatter.
